The promotion of energy conservation in the small- and medium-size enterprise sector and elsewhere is a pressing concern for India, which is one of the world’s growth centers. The study Policy-Based Finance for Energy Efficiency and Conservation in India was an analysis of the current state of affairs in India. It was conducted in order to find ways to facilitate an increased utilization of policy-based finance and to propose a comprehensive assistance package consisting primarily of concessional yen loans and consulting services in which Japanese experience with and knowledge of energy efficiency and conservation can be put to good use.

The information, collected and analyzed through this study, was utilized as a valuable input for JICA (and previously, for JBIC) to formulate yen loans that support energy efficiency and conservation activities in India.
